The only thing you can do is contact the company you purchased from telling them it didn't work, they will contact steam and block the key and remove the game.

I already contact that company, but the company said to me "we selling only legit and working keys look at our feedbacks than we can't help that case"
then Why i think he scammed to me, I bought 8x keys from this site and sold 8x key all but 7x perfectly worked only his  key "ALREADY USED" 

I don't need to scam to him cuz i never received money from him. I went go first

Im sorry but there's no way to verify this anymore. You can contact steam and ask them to block the key if you want to try that, and to provide information about the account that claimed it. That's all you can do now. 

 

In the future, you should always claim the code through teamviewer so they can't say it was invalid.

Okay. Sorry for your loss. You can't do anything now, only take proper measures in the future if you plan on dealing with people with no reputation.
