From the evidence I received the picture displaying ''what the scan looks like'' was posted after the date in which he requested the scans. The image was (for some reason?) deleted from your server and posted again 3 days ago saying ''the old scan can look like this''. It's evident there was an issue if there was the need for a new scan after the old one. Also, there is no evidence from customers that this old scan ever worked as intended, only your own evidence that it worked for you with extra manual work. The decision is that he should receive the balance to order different scans from you in the future.

The scans were made after the payment, which was finalised on 07/12/2022, the message was on my channel before that date.

 

I will not offer a refund, nor balance to use in my service.
