Cheating detection on Iridescent and Top 250

After reaching the Crimson level, my lobbies are full of Iridiscent and TOP 250 players. What I experienced there is that they or their mates are wallhacking and/or using an aim bot.

As there may not be so many players with this rank, can't Call of Duty focus a little more on these people? Controlling the games of the TOP250 is not so hard.

I understand there are hackers everywhere, but a TOP250 player hacking without getting banned.. you had a lot of time to ban him till he reached that level.
