Additional Information: I made a program which he requested he never asked at first what programming language he wanted it made in and after the program was complete the decides to have the nerves to ask me to recode it in another language I sent the program cuz he wanted test but blud asked for src so I sent him it and then complained about it being in C# and ignored me and just took the program with him, the program wont work unless he know C# and removed the secret sauce to make program functional.

In your conversation you agreed to, after he asked for it, code the tool using rust. I understand you don't care about the speed but the buyer clearly does. If you are able to code it in rust, which is what he requested and you agreed, he will pay for it what was agreed. No speed in particular was agreed and if you hadn't agreed to do it with rust he wouldn't even have a claim here, but you confirmed you can do it and that's considered an agreement. 

 

As for the payment, he will need to send the funds to me, I will hold them until the tool is delivered, and once he confirms it works, funds will be released to you.
