paypal ask for telephone access if client doesnt use high value IP

 

why is it my fault to do that

he got the account already, my end is done. 

did i ever claim i make sure he logs in?

This is a laughable response. You are offering an account, it's implied that it can be logged into. He shouldn't have to be a professional to log into an account you are offering in a giveaway.
