They are evidently not the same person. Just because his channel was promoted on the other group it doesnt mean they are the same person. Pursue the refund directly with the person you paid, in telegram. If the person you paid has a nulled profile, you can open a scam report. Any further scam reports that are made against the wrong person will be automatically closed.
