Does it matter if the Amazon account is brand new (Amazon UK)? For something like £300-£350 GBP?

No dude, 10% means he will ask 10% of the refunded total from you. If you paid 300 pounds and the refund was a succes: he will ask 30 pounds from you afterwards. That's how it works. (:
